1. Situation and Demand

The integration of military and civilian technology, as the intersection of the national innovation-driven development strategy, the military-civilian integration development strategy, and the reform and strengthening of the military strategy, is a strategic deployment by the Party Central Committee for technological innovation and development. At the same time, it must be clearly recognized that there are still some problems in the development of military-civilian integration of science and technology in our country, mainly manifested in: the understanding of the characteristics, laws, and essential requirements of the military-civilian integration of science and technology has not yet been in place; the development of military-civilian integration of science and technology lacks top-level design and macro coordination, and the organizational management and operational work of relevant departments lack coordination and linkage, and the collaborative innovation system of military and civilian science and technology needs to be established; the military-civilian science and technology planning, basic resource sharing, etc. lack effective connection, the evaluation criteria for promoting the two-way transfer and transformation of results are unclear, incentive measures are insufficient, and the docking channels are not smooth, the overall benefits and potential of military-civilian integration of science and technology need to be explored, and the collaborative innovation capability of military and civilian science and technology needs to be strengthened; the policy system for military-civilian integration of science and technology has not yet been established, and the institutional environment related to military-civilian integration of science and technology needs to be optimized.

The "13th Five-Year Plan" period is a critical stage for the transition of military-civilian integration development in our country from initial integration to deep integration, facing unprecedented opportunities and challenges in the development of scientific and technological military-civilian integration. With the acceleration of a new round of global technological revolution, industrial transformation, and military revolution, the degree of intersection and integration between military technology and civilian technology is deepening, and the penetration and compatibility are becoming stronger. The development of scientific and technological military-civilian integration is an inevitable choice to adapt to the changing trends of the global pattern. Scientific and technological military-civilian integration is a basic requirement for implementing national strategic deployment, a significant embodiment of national strategic deployment in the field of science and technology, a clear key task for comprehensively deepening the reform of the scientific and technological system, and the reform of national defense and the military.
