1. Situation and Demand

(5) Collaborative Supervision and Evaluation
Establish and improve the monitoring and evaluation system for scientific and technological planning and the dynamic adjustment mechanism, and carry out dynamic monitoring and evaluation of the implementation of the plan. Conduct mid-term evaluations and final summary evaluations of the implementation of the plan, make a comprehensive evaluation of the effectiveness of the plan implementation, and provide a basis for plan adjustments and the formulation of a new round of plans. Establish a division of responsibilities system, strengthen the supervision of plan implementation, policy implementation, and project construction, and enhance the regulatory, guiding, and constraining role of the plan.
