This program is available free of charge. It is a small EXE file that can be run directly on Windows. The program processes GAEB files. You can import an offer in GAEB format, edit it, and write it in GAEB DA84 format for submission of bids. You can send the program to your contractors or refer them to this download. Of course, you can also use the bidding program if you are not a customer of Heitker GmbH, but may want to become one in the future.
GAEB stands for: Joint Committee for Electronics in the Construction Industry
The GAEB has existed since 1966. Since January 1, 2005, it has been integrated as the main committee in the German Committee for Construction Contracts (DVA)
The aim of GAEB is to enable efficient tendering, awarding, and billing (AVA) of construction services. This also includes compliance with the technical regulations of the German Institute for Standardization (DIN) and the award and contract regulations for construction services (VOB)
In the various phases of the AVA process, data exchange between the parties involved is necessary. Data exchange is a supplement to the handover of the performance specification or a legally binding offer. This functionality is implemented using the data interface GAEB data exchange XML, a standardized data format.
In 2009, the data format GAEB DA XML was introduced. This format is an advancement of GAEB DA (1985), GAEB 90 (1990), and GAEB 2000 (1999), which were based on the ASCII format. Processes like electronic procurement (e-procurement) generally rely on GAEB DA XML today. This exchange process additionally allows for the use of text processing and image elements. XML is used as the exchange language. The basis for electronic data exchange with GAEB DA XML are the regulations issued by GAEB.
The following data exchange phases are described in the specialist documentation GAEB DA XML, among other things:
BOQ and necessary appendices. The BOQ always consists of the descriptions of the partial services ordered by ordinal numbers with their attributes. It usually does not include prices (exception: time contract works).
The cost estimate consists of the bill of quantities with estimated prices and serves as the basis for award decisions. It also serves as the basis for cost control during construction execution.
After technical coordination, the bill of quantities without prices (exception: time contract work) will be sent to the companies interested in carrying out the construction work with a request for submission of bids. This phase also includes amendments.
Bidders participating in the bidding process supplement the bill of quantities with their prices, bid text supplements, and free quantities, and submit it as an offer to the contracting authority. The deadline for submitting the offer is pre-specified in the invitation to bid. This phase also includes addenda.
Important: The planner writes in format X83 (BOQ without prices). The contractor or bidder responds in format X84 (Bidder prices and text additions).
