If it were me, I would choose ABC if I have money to buy a house, otherwise Huawei.

The software development at ABC Bank is acceptable, and it's convenient to be close to home. The salary system is fine, basically the same everywhere. As long as performance is not at the bottom, you can usually get it (except for Ping An).

Similar to your situation, Hua Zi is in a second-tier city with the same salary as you; the bank is not Agricultural Bank of China, but another state-owned bank's data center, where the pay might be slightly less than at Agricultural Bank. I chose the latter mainly for the security and less strenuous work, as the pay is sufficient in a second-tier city.
