Export and shipping procedures: LRN or MRN

With the transition to the new release versions for the NCTS shipping procedure and ATLAS AES 3.0 for exports, the Master Reference Number (MRN) will no longer be immediately assigned by customs for a procedure. To clearly identify the procedure upon receipt at your customs office, you will need a Local Reference Number (LRN) in advance. In these cases, you will therefore lack an MRN at the presentation.

The LRN in Export Filing: ATLAS

With the transition to the new ATLAS Release 3.0, you will no longer receive an MRN in the status "Received", but will initially need an LRN. This is created for the export procedure by the AEB applications. The ATLAS – Participant Info on ATLAS AES 3.0 explains: The LRN (Local Reference Number) is an internal criterion assigned by the creator of the message "Export Declaration" and must be provided in the future. It replaces the previous reference number and serves for the preliminary identification of an export process between receipt and acceptance.

  • Therefore, you use the LRN in various export procedures to clearly identify the process to your responsible customs office, for example in single-step procedure registrations at the exit customs office or in the normal procedure with a presentation at the office. If you have so far used the MRN run sheet as a document for customs, you can also use it in the future for printing an LRN. Until the technical conversion of the document by AEB in July 2023, you can also submit the LRN in another form, e.g., as a note to your customs office.
  • Export accompanying document and exit note: The two documents are created by customs. Here you will find the LRN after the conversion in field 7 along with the consignment number. The consignment number may be shortened when issued on the ABD. Customs fills in the fields with the contents from the export declaration. If you want the reference number to appear on the ABD, also enter the reference number in the field "consignment number."

LRN in the NCTS shipping procedure

In the shipping process, you assign an LRN for each transaction, to which the ATLAS participant information is forwarded: The LRN (Local Reference Number) is an internal classification criterion assigned by the creator of the message shipping notification (E_DEP_DAT) and must be provided in the future. It replaces the previous working number transmitted by the customs office and serves for the preliminary identification of a shipping notification between the times of receipt and acceptance.

The AEB application specifies that the LRN must be unique and not already assigned for the allocation. The MRN document is also currently being adjusted in the AEB applications to the new requirements for the shipping procedure. In the future, both the LRN and the opening customs office will be indicated.

Help with customs coordination

If you would like to coordinate with your customs office on individual processes before acceptance, please remember that due to the parallel operation of two ATLAS versions, all participants, including customs, must proceed differently. Therefore, please indicate your ATLAS version AES 3.0 or 9.1 for the NCTS procedure, and that the processes can be found via the LRN.
